Executive Team

Decision Sciences' executive team brings a strong blend of skills and experience in core areas important to Decision Sciences' success.  The team is committed to making Decision Sciences a premier provider of shielded nuclear and radiological material detectors.

Dr. Stanton D. Sloane - President and Chief Executive Officer, Decision Sciences International Corporation

Dr. Stanton Sloane has demonstrated his leadership and diverse capabilities in private industry, international business and the military.  Dr. Sloane was President and CEO of SRA International, a NYSE traded public company, from 2004 until joining Decision Sciences. Dr. Sloane began his career with General Electric Aerospace (subsequently Martin Marietta and Lockheed Martin) in 1984 and gained experience in a variety of roles including engineering, program management and business development. His last position at Lockheed Martin was as Executive VP, Integrated Systems and Solutions, a $5B/ 14,000 person systems integration unit of the company. Prior to joining GE Aerospace, Dr. Sloane served as an officer in the U.S. Navy.

Dr. Sloane holds a bachelor’s degree in Professional Studies (Aeronautics) from Barry University, a master’s degree in Human Resources Management from Pepperdine University, and a Doctor of Management degree from the Weatherhead Business School at Case Western Reserve University. He also holds Airline Transport Pilot and Flight Instructor licenses.

Mr. Robert Whalen - President and Chief Executive Officer, Decision Sciences Development Corporation

Mr. Whalen’s proven record, understanding of the core sciences, knowledge and practical experience of taking technologies from the lab to the field is unsurpassed. He has successfully managed profitable high-technology businesses for over fifty years, creating products and systems that have been transformative in their markets. He has held senior executive management positions in advanced technology corporations such as Titan, Martin Marietta, Lockheed Martin, and Alcoa. A bottom-line realist and an innovator, he has also founded and profitably sold two successful technology-based companies.

A few of the major programs in missile development and production led by Mr. Whalen include:
•  Titan III, the largest space booster employed by the Department of Defense
•  Pershing II, the nuclear missile deployed in Europe, which caused the Soviets to remove the SS20 missile. (Many have observed that this was instrumental in bringing down the Berlin Wall.)
•  Patriot Missile, employed in Desert Storm as the “scud-buster.”
•  Hellfire Missile, most recently deployed on Predator Drones to attack key Al-Qaeda leaders.
•  Additional missile programs include: Copperhead, MEADS, and ADATS.

In the Day/Night fire control area, programs led by Mr. Whalen include:
•  LANTIRN: pods deployed on F15, F16 which have been shown on national television for Mid-East conflicts.
•  TADS/PNVS: night vision systems for Apache helicopters.

Additional programs managed by Mr. Whalen have included: MEAD, RADARS, Pave Penny (deployed on F10, F15, F10) and LST/SCAM (deployed on FA18).

Mr. Whalen holds a B.S. in Mechanical Engineering from Polytechnic Institute of Brooklyn and was conferred an honorary Ph.D. in Engineering by the Florida Board of Regents.

Dr. Allan Wegner - Chief Technical Officer, Decision Sciences Development Corporation

Dr. Wegner has a successful track record of developing and commercializing novel technology products. As an innovator and technologist, he has conceived, developed, manufactured and fielded advanced sensors (radar, sonar, acoustic and electro-optical), telecommunications equipment, power transmission and distribution systems, air defense and strike missiles, as well as commercial avionics equipment, agricultural and medical systems. He has held progressive leadership and senior management roles in advanced technology corporations such as Titan, Lockheed Martin, Alcoa, and Boeing. He currently manages Decision Sciences’ scientific and technical staff.

Dr. Wegner’s technical leadership and expertise includes:
•  Signal and image processing
•  Remote explosives detection
•  Medical imaging
•  Commercial electrical power systems
•  Wireless telecommunications
•  Tactical communications
•  Tactical missile systems
•  Advanced surface ships
•  Radar, sonar and electro-optical sensors
•  Airborne Sensors

Dr. Wegner holds B.S., M.S., and Ph.D. degrees from the University of California.

Dr. Michael Sossong - Director of Nuclear Research, Decision Sciences Development Corporation

Columbus Scholar Dr. Michael Sossong has revolutionized the state of the art for passive nuclear threat detection using cosmic ray muon tomography. He joined Decision Sciences as Director of Nuclear Research in April 2008, leading the development of a commercial multi-mode passive detector system and other proprietary scanners and methods. Previously Principal Investigator for muon tomography (MT) at Los Alamos National Laboratory (LANL), he was instrumental in the creation of full-physics simulation models for MT development, the application of tomographic algorithms to MT data, and the design and construction of Decision Sciences' full-scale Multi-Mode Passive Detection System (MMPDS). Dr. Sossong has contributed to several homeland security and nuclear stockpile projects. Earlier in his career he participated in the muon g-2 experiment performed at Brookhaven National Laboratory where he was responsible for the construction, operation and analysis of data from a set of drift tube particle tracking chambers used to track positrons from the decay of stored muons. The results of the analysis of data from these chambers were used to determine several systematic corrections to the g-2 measurement and also to set a new limit on the muon electric dipole moment.

Recipient of the 2011 prestigious Christopher Columbus Homeland Security Award, Dr. Sossong is published in several peer-reviewed scientific journals and has presented at domestic and international symposia and conferences. He holds several patents and copyrights. Dr. Sossong earned his Ph.D., M.S. and B.S. degrees in Physics at the University of Illinois at Urbana-Champaign.
